festival-dev software package provides Development kit for the Festival speech synthesis system, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install festival-dev
festival-dev is installed in your system.
Make ensure the festival-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep festival-dev *
You will get with festival-dev package name, version, architecture and description in a table
